HDB EASE Explained: Who Qualifies and What It Actually Costs in 2026

A plain-English guide to HDB EASE in 2026: who qualifies, what the subsidised grab bars and ramps actually cost, and how to apply.

HDB EASE Explained: Who Qualifies and What It Actually Costs in 2026

HDB EASE stands for Enhancements for Active Seniors. It is a government scheme that installs elder-friendly fittings such as grab bars, ramps and anti-slip bathroom tiles in HDB flats at heavily subsidised rates, so most eligible households pay only 5 to 12.5 percent of the cost. If your household has a Singapore Citizen aged 65 and above, or aged 60 to 64 who needs help with daily activities, you very likely qualify.

EASE was created to help seniors age safely in their own homes and cut the risk of falls, which are one of the most common causes of serious injury among older Singaporeans. It is run by HDB and works either as a standalone application or bundled with the Home Improvement Programme (HIP) when your block is selected for upgrading. This guide covers who qualifies, what each item roughly costs after subsidy, and how the application actually works in 2026.

What is HDB EASE and what does it cover?

EASE is a fixed menu of safety fittings, not a general renovation grant. HDB appoints the contractor and sets the items, so you cannot use EASE to redo a whole bathroom or move walls. The point is targeted fall prevention and easier movement around the flat.

The standard EASE menu covers three main categories.

  • Grab bars: installed in and around the bathroom, toilet and along key corridors to give seniors something to hold on to.
  • Slip-resistant treatment: anti-slip tiles or a slip-resistant coating for bathroom and toilet floors.
  • Ramps: to smooth out the lip at the main entrance and level differences at bathroom or toilet thresholds so a wheelchair or walking frame can pass.

Who qualifies for HDB EASE in 2026?

Eligibility is based on the flat and the people living in it, not on income. Your flat must be an HDB flat that has reached a minimum age, generally around 10 years or older, and it must not already have had the same items installed under a previous EASE or HIP exercise.

At least one member of the household needs to meet the senior or medical-need criteria below.

  • A Singapore Citizen aged 65 or above living in the flat, or
  • A Singapore Citizen aged 60 to 64 who needs help with one or more activities of daily living, such as bathing, moving around or using the toilet, or
  • A household member of any age who has a permanent disability or a medical condition certified by a doctor that makes the fittings necessary.

What does HDB EASE actually cost in 2026?

EASE is a subsidy scheme, so you pay only a small share and HDB covers the rest. The exact share depends on your flat type, which follows the same tiers as the wider HIP subsidy.

As a rough guide, the resident's co-payment share works out like this.

  • 1 and 2-room flats: pay around 5 percent of the cost.
  • 3-room flats: pay around 5 percent.
  • 4-room flats: pay around 10 percent.
  • 5-room flats: pay around 12.5 percent.
  • Executive and larger flats: pay around 12.5 percent.

How much are the individual EASE items after subsidy?

Because you only pay a small percentage, the out-of-pocket figures are modest. Actual amounts move with contractor rates, so treat these as ballpark ranges rather than fixed prices, and always check the quotation HDB gives you before you sign.

For a typical 4-room flat paying the 10 percent share, homeowners often report figures in these ranges.

  • Grab bars: commonly a few tens of dollars each after subsidy, so a full set of bars for a bathroom might land in the low hundreds.
  • Slip-resistant treatment for one bathroom or toilet floor: usually in the low tens of dollars after subsidy.
  • Ramp at the main entrance or a bathroom threshold: typically tens of dollars each after subsidy.
  • Whole-flat total: many households complete a sensible package for well under a few hundred dollars in co-payment.

How do you apply for HDB EASE?

There are two routes. If your block is chosen for HIP, HDB will offer EASE alongside it and you simply opt in during the HIP selection. If your block is not on HIP, you apply for EASE as a standalone (sometimes called Direct Application) through HDB.

The standalone process runs roughly like this.

  • Check eligibility using the flat age and the senior or medical criteria above.
  • Submit an application through the HDB website or at your HDB Branch, with supporting documents such as the senior's NRIC or a doctor's memo if you are applying on medical grounds.
  • Wait for HDB to assess and approve, then schedule a site survey with the appointed contractor.
  • Choose the items you want from the EASE menu, confirm the quotation and co-payment, then let the contractor carry out the works.

EASE versus a full accessibility renovation

EASE is deliberately narrow. It is excellent value for the standard grab bars, ramps and anti-slip floors, but it will not raise a bathtub, widen a doorway, install a walk-in shower, or lower kitchen counters for wheelchair use. Those are proper renovation works that fall outside the scheme.

If a senior needs a genuinely barrier-free home, the common approach is to take the EASE subsidy for the covered items and handle the rest as a separate renovation. When you get that additional accessibility work done, use a licensed renovation contractor who can coordinate hacking, waterproofing, tiling and electrical safely, so the subsidised EASE fittings and your private upgrades line up as one clean job rather than two mismatched ones.

Frequently asked questions

Is HDB EASE means-tested by income? No. EASE eligibility depends on flat type, flat age and whether the household has a qualifying senior or a certified medical need. Your income does not affect whether you qualify, though your flat type sets the co-payment percentage.

Can I apply for EASE if I rent my HDB flat? EASE is for owner-occupied flats and for eligible tenants of HDB rental flats where HDB carries out the works. If you rent from a private landlord or sublet, you generally cannot apply on your own; the flat owner or HDB manages it.

Can I choose my own contractor for EASE? No. HDB appoints the contractor for EASE and HIP works, and the item menu and prices are fixed by that arrangement. You can, however, hire your own contractor for any additional renovation that sits outside the EASE menu.

How long does EASE installation take? Once approved and scheduled, the actual fitting of grab bars, ramps and anti-slip treatment is usually quick, often completed within a day or two per flat, depending on how many items you select.
